June 24, 2020 was the second, unplanned for the organizers, but very important for the participants of the seminars that we organized for teachers, parents and NGOs – an online seminar. Topic “Cyberbullying and Child Safety Online.” Today we have already published information about the speeches of two speakers – Amir Suleimenov and Tatyana Pyatina.

The third speaker of this seminar is Sabirov Shavkat Umarovich.

Topic of the speech “Cyberbullying online: trends and challenges”

Purpose:

Familiarize the event participants with the main trends and challenges emanating from the Internet for the younger generation of the Republic of Kazakhstan

Tasks:

Identify the main trends and threats to Kazakhstan in the pandemic;
Identify cyberbullying challenges in 2020 with statistical analysis for 2019;
Describe methods of detection and methods of complaints about illegal content and cyberbullying;
talk about the basic principles of the hotline to combat illegal content in Kazakhstan under the public organization of the Internet Association of Kazakhstan;
describe the results of the hotline from 2011 to 2019.

Brief summary of the presentation
To date, it is possible to determine 4 main trends in the development of cyberbullying in the Republic of Kazakhstan. These trends lead to the further development of the general situation related to the information security of the younger generation in the country.

Among the modern challenges and threats to the younger generation, the following data from the international forum on cybersecurity in 2019 can be noted:
48% of adolescents aged 14-17 years became victims of grooming (blackmail);
46% of teenagers witnessed aggressive online behavior
4% received aggressive messages
81% more endangered people aged 18-34 years
54% of teenagers and especially girls suffer the most from insult on the Internet.

       

The hotline for combating illegal content in Kazakhstan under the public organization of the Internet Association of Kazakhstan has been operating since 2011. From this time to 2019, 19045 messages were received with complaints about illegal content in the Republic of Kazakhstan posted in the Execution.

During this time, complaints about the facts of appearance
child pornography in the Execution decreased from 22.87% to almost zero, reports of libel, violations of privacy increased from 6.59% to 24.54%, insult and harassment of the network remained consistently “popular” with a share of 32.56%.

   

 

  

  

Suggestions and recommendations for the further development of the topic
– through online seminars

Conduct trainings and training seminars on various topics related to online security.

– creation of information and training materials (such as leaflets, memos, tutorials, information and training video materials, etc.)

We have prepared special information materials for parents and teachers to prepare children for work on the Internet, booklets for children “If you are lost, the Network will help you,” etc.

Other

It is proposed that telecom operators be allowed to install the SOS button on children’s smartphones for prompt communication to parents and law enforcement agencies in case of danger to the child.
