Questions, because the life of the village is a whole kaleidoscope of various interrelated topics, from general management, promotion of business development, solution of social issues and much more. Rural life passes at the seh always in sight – everyone knows each other, though they try to hide or ignore somehow. Unfortunately, our traditional “Fight the Pain” is already contrary to the principle of zero tolerance in society
Here is the official interpretation of this principle from the Senior Prosecutor of the Department of Kostanay Region Shnarai Suleimenova.
Note: “Principle of zero tolerance for offences and disorder”
Zero tolerance is the negative reaction of citizens or the reluctance to tolerate even the smallest offences. It can be petty hooliganism, and the release of garbage, as it violates public peace. The sense of disorder and permissibility sets the stage for more serious offences.
The very notion of “zero tolerance” is in line with the notion of absence and not acceptance of “indifference.” Often in life cases when people become witnesses of roughness, rudeness are not rare, disrespect for seniors and undertake nothing.
It seemed easier to take the position of a third-party observer – on the principle of passing by and not looking for trouble. Let them garbage on the streets, let them offend the younger ones, why respond to the elementary request of a passer-by, not to mention the call for assistance. Indifferent person always finds many reasons to justify such behavior unacceptable to the position and moral and business qualities of any citizen
The implementation of the principle of zero tolerance for minor offences in the society originates in the Address of the President of Kazakhstan – 2050 – a new political course of the state on December 14, 2012. In his speech, the President called not to tolerate even the smallest offences, hooliganism, non-culture, as it violates public peace and reduces the quality of life.
At the same time, the principle of “zero tolerance” refers to minor offences, but the most frequent and necessary to ensure it is the creation of a new legal culture and a new legal awareness of citizens, turning the principle of “zero tolerance” for violations of the rule of law into a norm of public life.
This year we have included in the program a new Forum-Theatre for most of us as a technology for solving social and generic issues in rural areas.
It will be one of the activities for us all to create intolerance to offences, and we hope it will have its impact on reducing the level of social and gender violations in rural areas.
So through the unique performance organized by specially invited trainers you will be able to see situations familiar to you and further even to get involved in the game.
This is a very useful and interesting technology. We invite delegates not to stay away and not to miss this very interesting session. Especially it will be for akims of rural districts, secretaries of commissions and employees of social institutions
And now a little about how the forum-theatre is held from its head Lyubchanskaya Tatiana Vitalevna.
The central place in the forum-theater is held by the audience, who are not only viewers, but also direct participants of the performance, as here the audience and actors are interchangeable, i.e., the division between the actor and the viewer is removed and instead of the “spectator” (viewer) appears “spect-actor” (spoke-actor).
In order for the audience to adequately engage in theatrical action, some exercises and games are held before the beginning of the forum-theatre, which are actually taken from the “warm-up techniques” of group psychotherapy or psychodrama. The exercises are conducted by a head-director called a joker, who is a group therapist contributing to the emergence of emotional tension, the climax of that tension, and the actual insider.
The presentation of the theme is in a few misbehaviour played by a group of actors. Then there is a repetition of these misanscenes, in the course of each of them any viewer, having spoken the word “stop,” can sort of “outplay” the scene on his way, with his vision of solving the problem. Thus, several viewers offer several patterns of behavior and interaction (range) that are available to the general public and are either direct psychotherapy (for playing viewers) or indirect (for passive viewers).
It is difficult to overestimate the educational importance of forum-theatre, which is as close to any community as possible and uses its own emotional and behavioural experience, as well as working within the framework of indirect psychotherapy for all its participants, who, if not risk demonstrating their vision of the problem, will absorb what they saw.
Thus, the formation of zero tolerance in our society, and in other words the indifference to what is negative around us and the active response to it – will also contribute to the well-being of the place where you and I live
After all, SDG 11 sounds like this: Ensuring openness, security, resilience and environmental sustainability of cities and settlements

Lyubchanskaya Tatiana Vitalevna, psychologist of SOH № 10 of Karagandy.
He has experience of methodical work on organization of psychological support in organizations of Technical and Technical Services of Karaganda region; Conducting seminars and trainings with teachers, psychologists, directors, educational organizations of Karaganda region Coach of the national level in several directions: moral spiritual education, suicide prevention, psychological counselling of youth on reproductive health issues.
